The X-Division Title was not defended at the PPV because the main angle of the show was the Main Event Mafia taking "all of the titles" and they did not want to take the title off of Homicide, since he just won it Thursday. The X-Division Title isn't being incorporated into the Main Event Mafia storyline at this time.
