Under the Wellness Policy, WWE's doctors themselves can make an assessment of the prescription in comparison with the wrestler's medical notes and may still suspend them if they suspect the prescription was from a mark doctor.

Also tests reveal substances in the system down to the milligram, so it could also be that Rey was taking more than his prescription noted.
